GAMBIA DEMANDS IMMEDIATE END TO ISRAEL’S ILLEGAL OCCUPATION

The Gambia’s Attorney General and Minister of Justice has told the International Court of Justice (ICJ) that Israel’s occupation of Palestine is illegal and must be brought to an end immediately. Delivering an advisory opinion at the ICJ in The Hague on Wednesday on the legal consequences arising from the policies and practices of Israel in the occupied Palestinian territory, including East Jerusalem, Dawda Jallow said unless the Israeli occupation is brought to an end, Palestinians will not be guaranteed the dignities and rights enshrined for all in the UN Charter. He said the international system is based on certain fundamental principles of law, which include the peremptory norms of international law. He said these norms include the prohibition of aggression, genocide, apartheid, and the right to self-determination.  “…Israel’s occupation violates the right of the Palestinian people to self-determination and is therefore illegal… The court has before it extensive and uncontested fact-finding by multiple UN mandate holders, including the Independent International Commission of Inquiry on the Occupied Palestinian Territory and the many reports of the Special Rapporteur on the situation of human rights in the Palestinian territories occupied since 1967. These reports have been produced by independent UN mandate holders who engaged in extensive fact-finding utilising multiple sources of evidence. The court should accept these reports as conclusive and convincing evidence of Israel’s long-standing, ongoing, and indefinite infringement on the right to self-determination for the Palestinian people. “Indeed, there is no end in sight to Israel’s occupation. Already extending over 56 years, Israel’s current leadership boasts with pride its long-standing efforts to prevent the creation of an independent Palestinian State.  As reported by the UN Special Rapporteur, Israel’s ‘occupation violates Palestinians’ ability to organise themselves as a people, free from alien domination and control’. “No derogation is permitted from respecting the right of the Palestinian people to self-determination. There is no escaping the conclusion that Israel’s occupation is illegal for violating the right of the Palestinian people to self-determination and that it must expeditiously be brought to an end. “Second, Israel’s ongoing occupation of the Palestinian territories is also illegal because it amounts to a regime of apartheid, the prohibition of which is a peremptory norm of international law.  This Court has described apartheid as a “flagrant violation of the purposes and principles of the Charter”. He concluded by saying The Gambia wants the court to find that Israel’s occupation of the Palestinian territories is illegal and that Israel with all other states, and the UN are under an obligation to bring about an end to Israel’s occupation immediately, or at least as rapidly as possible.  standard

Xi’s old time in Fuzhou: The people-centered ‘3820’ project

In 1992, Xi Jinping, then secretary of the Communist Party of China Fuzhou Municipal Committee in Fujian Province, laid out the plan of three-, eight- and 20-year economic and social development of Fuzhou. Called the « 3820, » the strategic project has covered areas including urban construction, environmental protection, culture, education, in which the people-centered development idea was well presented. ‘Treating masses’ issues as a big deal’ In the early 1990s, along the Minjiang River, three generations of Zheng Hejian’s family lived crammed in a small wooden boat. In March 1991, Xi, already chief of the Party Fuzhou municipal committee, discovered this situation during his field research and immediately convened an on-site meeting to study how to solve it. According to Zheng, resettling those living in thatched sheds and small boats was immediately included in the local practical projects to improve local livelihoods. « It took only 10 months for 104 households of boat people to move into Red Star New Village, » said Zheng. The life-changing story of Zheng and these boat people is a vivid example how the « 3820 » strategic project was implemented. Xi has repeatedly called on Party comrades to care about the masses’ warmth and security, stressing that the masses’ issues should be treated as a big deal. « Closing contact between the Party and the masses enables Party organizations and governments at all levels to gain timely insights into some problems and to make investigations and research through this channel of contacting the masses. Moreover, we can promptly solve some practical problems among the masses and resolve some difficult and hot issues, » Xi said in 1995 during an interview. ‘People’s business is my business’ Housing, related to the vital interests of thousands of families, is both a livelihood issue and a development issue, which runs through the whole process of the implementation of the « 3820 » strategic project. Xi’s three visits to Cangxia community in Fuzhou is a well-known story for the locals. As a typical shantytown, this place was once dilapidated and chaotic. On July 2, 2000, Xi who was already the governor of Fujian Province at that time, led officials from major functional departments to Cangxia to conduct research. « Xi came to my house. Our house was a stuffy can, it’s hot, so hot. He came down on a hot day to do research, stay close to the people, and he said the people’s business is his business, » Tang Qingwang, a resident who has experienced Cangxia’s shed reform, said. « After staying for a while, everyone was sweating. At that time Xi spoke up, ‘Have you ever lived in this kind of environment? If you are told to live there, will you live here or not? Currently our people still live in this kind of environment, don’t you think we should rebuild it?’ » Yang Muze, then director of the government office in Taijiang District, Fuzhou, recalled. On the same day, Xi also held a symposium with representatives of the residents over the rebuilding matters, and he said, « Please convey a message to the people, the government will do a good job. » Soon after, the Cangxia shantytown started its rebuilding project. During this period, Xi visited Cangxia twice more to promote the rebuilding work. A year later, more than 3,400 residents moved back to their new homes. ‘Economic development cannot sacrifice the environment’ As one of the Chinese cities with the most developed inland water system, Fuzhou, in the early 1990s, was affected by the direct discharge of industrial and domestic sewage, causing serious pollution in the inland water. However, there was no idea on how to deal with the relationship between economic development and environmental protection as economy was the main focus at that time. « Efforts must be made to promote the coordinated development of economy and environment, » Xi pointed out during the city’s third environmental protection work conference, adding that any behavior that sacrifices the environment for temporary economic benefits is not worth the gain. Though Fuzhou’s fiscal budget was only slightly over 1 billion yuan (about $119 million) in 1995, the city’s Party committee and government proposed to spend 300 million yuan to improve the environment of the inland rivers in six years. Yang Xiao, an inspector of the city’s garden center, told CMG, « The intensity is unprecedented. » Starting from the « 3820 » strategic project, Fuzhou has made lasting efforts to promote green development. As a result, a total of 107 inland rivers have seen improvement in environment, and the environment of the Minjiang River has also been comprehensively improved. Today, the city is dotted with more than 1,500 parks, with urban green coverage rate exceeding 43 percent. Eventually, the people-centered project has brought tangible benefits to the people of Fuzhou. From 1992 to 2023, the per capita disposable income of urban and rural residents increased from 2,273 yuan and 1,109 yuan to 58,009 yuan and 28,636 yuan. CGTN

How a 20-year plan enabled Fuzhou to leap ahead in economic growth

Fuzhou Port on the southeast coast of China has become one of the most important hub ports for container transportation, with it listed among the world’s top 20 ports by cargo throughput in 2022. The bustling port speaks volumes about the success of Fuzhou, the capital city of southeast China’s Fujian Province, in developing its marine economy. Known as « Fuzhou at Sea, » the forward-looking approach to seek economic development from the sea is an important part of a long-term development plan initiated by Chinese President Xi Jinping. Xi, then Party chief of Fuzhou, was in charge of drawing the city’s 20-year economic and social development strategic vision, planning the goals, steps, layout and priorities of its development in three years, eight years and 20 years, known as the « 3820 » strategy. « The development of a city should not only consider the medium- and long-term development goals of 10 years and 20 years, but also consider the long-term development goals of 30 years, 50 years or even hundreds of years, » Xi once pointed out. A blueprint for the future More than 30 years ago, Fuzhou, surrounded by mountains and rivers, had a weak industrial foundation, low fiscal revenue and poor transportation. How to find a way out for the city’s development was always in the mind of Xi when he assumed the role of Party secretary in April 1990. He spent more than half of the following two years in conducting field research at the grassroots level, before he sensed, and seized, the opportunity of China’s latest call for reform and opening up during Deng Xiaoping’s « southern tour » in early 1992. Under Xi’s leadership, more than 1,600 cadres conducted research and held opinion solicitation meetings on topics such as agriculture and industry. More than 25,000 public opinions were received within half a month. After dozens of revisions, the plan of the project was adopted in November 1992. According to the plan, the city would work to bring the economy to the next level by 1995, with the main indicators being double from 1990 levels. By 2000, the city would strive to make its major indicators, such as urban and rural per capita levels, reach the development level of domestic advanced cities. Then, Fuzhou would reach or be close to the then average development level of moderately developed countries or regions in Asia by around 2010. « Divided into three stages in terms of indicators – comparing with ourselves, comparing with surrounding cities, and comparing with cities of the same level of development in the world – this plan is quite scientific and systematic, » Yan Zheng, then vice president of Fujian Academy of Social Sciences, told China Media Group. Playing to its strengths Xi laid out the plan with a forward-looking vision, and promoted the construction of « Golden Triangle Economic Circle at Minjiang Estuary » and « Fuzhou at Sea » as important components of the « 3820 » strategic project. « How can we manage the sea when the land is not well developed yet? » Doubts were raised at that time. Xi proposed to « attach as much importance to sea areas as to cultivated land, and as much to marine development as to food production, so as to extend the tentacles of speeding up economic development from land to sea. » Subsequently, Fuzhou launched an all-round comprehensive development strategy focusing on key coastal zones and sea areas. Industries such as marine transportation and port-side industries boomed, and emerging industries such as marine bio-medicine and offshore wind power high-end equipment manufacturing were vigorously encouraged. « Xi helped us analyze Fuzhou’s advantages, » Zhao Ruqi, then director of the Political Research Office of the Fuzhou Municipal Party Committee, told CMG, adding that the way out was to seek development from the sea. From 1992 to 1995, Fuzhou’s GDP grew at an average annual rate of 26.6 percent and the first goal of the strategic project was completed in three years. Following the blueprint for the future, Fuzhou achieved the eight-year goals and 20-year goals on schedule. Now Fuzhou has developed into a coastal city with one of the most active marine economies in China. In 2022, Fuzhou’s total marine output value exceeded 330 billion yuan (around $46 billion). Han Qingxiang, a professor at the Party School of the Communist Party of China Central Committee, said the significance of the « 3820 » strategy goes far beyond the city. « From Fuzhou’s 20-year strategic vision to China’s 2035 goals, and from ‘Fuzhou at Sea’ to ‘building China into a strong maritime country,’ we are constantly implementing and exploring in line with the ideas of long-term planning, scientific governance, and coordinated development proposed by the ‘3820’ strategic project, » said Han.
